"This action would increase the acceptable biological catch (ABC) and associated catch limits for the Northeast Skate Complex fishery, reflecting updated scientific information on the status of skate stocks. The ABC for the remainder of the 2011 fishing year would increase from 41,080 mt to 50.435 mt, reducing the likelihood of skate fishery closures. The action is expected to have neutral impacts on target, non-target, and protected species, and habitat relative to no action, because it would not likely change the distribution or magnitude of total fishing effort in fisheries that catch skates.
