Description:This report is concerned with the feasibility of erecting a permanent structure on the West Flower Gardens Reef for the purpose of establishing a research facility at that site. The report is divided Into three parts which deal with (1) a description of the reef and the proposed facility, (2) research, educational, and recreational potential of such a facility, and (3) problems in establishing the facility, economics, and conclusions.
