interest in maintaining a viable finfish and shellfish industry. A viable industry is predicated upon a robust market for its product; hence, concern about the relative demand for fish in the United States intensified because consumption of commercially caught fish remained stable at approximately eleven pounds of edible weight per person
annually from 1916 through 1970.
