    The idea for the Kailua Neighborhood Planning Study grew out of a University of Hawai'i Sea Grant College Program (UH Sea Grant) project that began in May 2004. UH Sea Grant, in partnership with the U.S. Environmental Protection Agency Development Community and Environment Division, and City and County Department of Planning and Permitting brought a team of nationally-​renowned experts to Kailua to discuss issues of environmental and pedestrian quality, transportation and urban design with the residents and leaders in the community. Together, the partners assembled to address Kailua's growth and development related challenges. During their intensive three-day visit, through a community workshop, and meetings with private and public officials, the team gathered information on issues facing Kailua, and developed potential responses to them based on Smart Growth principles. The result was broader acceptance of sustainable design/planning principles and an interest among participants in developing a comprehensive plan specifically for Kailua town. UH Sea Grant, through the newly created Center for Smart Building and Community Design, followed up the May 2004 exercise with a proposal to EPA and the National Sea Grant Program to continue the planning process in Kailua. Specifically the proposal was to undertake three activities: 1) evaluate the town's existing conditions, 2) facilitate community meetings, and 3) provide tools to visualize the community's vision for their town's future. To complete the first activity, it was proposed that the Department of Urban and Regional Planning (DURP) would organize a practicum in Spring 2006 to collect baseline data to evaluate Kailua's existing conditions. Unfortunately, the proposal was not funded, but the idea to organize a practicum around the collection and analysis of baseline data for Kailua was supported, and eventually funded using UH Sea Grant program development funds. Professor Luciano Minerbi, a senior faculty member with the Department of Urban and Regional Planning, agreed to organize the practicum.
