Description:Many communities are facing increased coastal flooding, a problem that threatens property and human life. One strategy that local decision-makers can take to mitigate this risk is to acquire or elevate properties at high risk of flooding. Helping communities reduce long-term risks to property from natural hazards by providing funding or incentives to protect or remove such properties is a critical part of federal hazard mitigation policy. Many communities have implemented successful acquisition or structural elevation programs to reduce the number of at-risk structures in floodplains.1 Such programs not only move people and property out of harm’s way, but they also can result in flood insurance reductions for other members of the community under the Federal Emergency Management Agency’s (FEMA) Community Rating System (CRS). CRS is a voluntary program to encourage local governments to enact enhanced floodplain management in exchange for reductions in flood insurance premiums across the community.
