Description:The objective of this report is to recommend a procedure to NOAA's Coastal Change Analysis Program (C-CAP) for assessing the accuracy of land cover change detection datasets derived from remotely sensed data. This paper focuses on the classification, mapping and verification of the reported extent of coastal wetlands, adjacent uplands, and submerged lands. The primary data are satellite imagery (for wetlands and uplands), aerial photography (for submerged aquatic vegetation) and ancillary field data. Land cover classes within the classification scheme are exhaustive, mutually exclusive, and can be identified with remotely-sensed data combined with site observations.
