Description:This study describes and characterizes public involvement processes in remedial action planning (RAP), a cooperative initiative between the U.S. and Canada aimed at the cleanup of the 42 most severely polluted locations across the Great Lakes basin. An inventory of the types of citizen participation programs used in the various areas of concern (AOCs) is provided, and the agencies' goals for public involvement and the roles that citizens play in the planning process are summarized. While public involvement varies considerably, it is marked by the use of citizen advisory committees in 75% of the AOCs for which RAPs are being developed. Local experiences in this program are variable, but it is possible to make certain generalizations about remedial action planning. The initial comparative information about the AOCs provided here can be used as a rational basis from which to conduct further case study research.
