    When Dr. Athelstan Spilhaus first suggested the concept of Sea Grant in 1963, he envisioned a cooperative effort among academic, Federal, State, and commercial institutions which would draw upon the intellectual strength of the great American universities to unlock the secrets and develop the great potential of the oceans. The Sea Grant Program has made substantial progress toward that goal. During its short existence, this program which fosters scientific research, marine education and training, and service to the oceanic community and the public has developed a long list of accomplishments​. This report details the organizational and developmental stages of the Sea Grant Program through 1976 - Sea Grant's first decade. We believe that Sea Grant's "next 10 years" will prove even more beneficial to the Nation and to the world than its first decade, and will bring Sea Grant closer to the goals envisioned for it by its founders. We hope this historical review of our first decade will serve to illuminate our origins, to add perspective to the gains we have made since then, and to underscore the direction in which Sea Grant is now moving (written by Ned A. Ostenso). Chapter highlights in this document include: The World of Sea Grant; Sea Grant origin and process; Sea Grant in action; and Sea Grant benefits. Robert M. White, former administrator of NOAA, said "....the purpose of the National Sea Grant Program is to accelerate national development of marine resources, including their conservation, proper management, and economic utilization. This is to be accomplished through the sponsorship of programs which encompass (1) research applied to real and current problems, (2) adequate training and education of manpower, and (3) transfer of technology and knowledge to the people who need it in a form they can use."
