Description:Caltrans is proposing to replace the SR 29 crossing of Ritchey Creek at post mile 33.13 in Napa County, California. The current crossing impedes passage of threatened Central California Coast (CCC) steelhead. Caltrans designed the replacement structure to improve fish passage at the site so that they can request Total Maximum Daily Load compliance unit credits to address requirements of their statewide National Pollution Discharge Elimination System permit. After reviewing and analyzing the current status of the listed species and critical habitat, the environmental baseline within the action area, the effects of the proposed action, the effects of other activities caused by the proposed action, and cumulative effects, it is NMFS’ biological opinion that the proposed action is not likely to jeopardize the continued existence of threatened CCC steelhead, or destroy or adversely modify its designated critical habitat. We included one conservation recommendation related to increasing aquatic habitat complexity in Ritchey Creek.
