    This annual report from the MIT Sea Grant College Program is a summary of one year's work in one university. It provides a glimpse into the larger reservoirs of knowledge and experience accessible through both the Massachusetts Institute of Technology and the entire National Sea Grant College Program. Our re port has been framed against some of the re commendations made by the Stratton Commission to aid us in measuring our progress and achievements against national goals. With this report on our projects and activities supported from July 1, 1977 through June 30, 1978, we invite scrutiny and encourage future participation of the American people in the MIT Sea Grant Program. Although we are proud of our accomplishments​, we recognize that our contribution is necessarily small. The oceans are vast and com plex, requiring the efforts of all the nation's citizens in the years to come if we are truly to achieve the wise and balanced uses of our marine resources.
