Description:The Trustees’ complete natural resource damage assessment (NRDA) for the T/V MARGARA Incident consists of a phased approach, including Emergency Restoration, Primary Restoration, and Compensatory Restoration. Therefore, the comprehensive restoration plan for the T/V MARGARA Incident is described through a combination of two documents. The “Final Primary Restoration Plan and Environmental Assessment for the 2006 T/V Margara Grounding, Guayanilla, Puerto Rico” (also referred to as the Primary RP/EA), describes actions needed to return injured areas to baseline condition and services. This document, “Phase II of the Comprehensive Plan for the 2006 T/V MARGARA Incident Natural Resource Damage Assessment: Compensatory Restoration Plan and Environmental Assessment” (also referred to as the Final Compensatory RP/EA) describes actions needed to compensate for interim losses of natural resources and services that occur from the date of injury until recovery.
