Description:Ocean Thermal Energy Conversion plants operate on the heat difference between surface and deep oceanic waters. Discharge from an OTEC plant may bring cold water, which is high in nutrients, to the euphotic zone and the resulting biological activity will alter the ocean's optical properties. Even an inoperative moored plant is certain to attract a biological community and that will alter the optical properties. Further, if chemical cleaning of the plant's heat exchangers is optioned, the biota may be affected and this would also modify the local optical properties.
