Description:In 2012 and 2013, The Washington Department of Fish and Wildlife (WDFW) and the Tulalip Tribes (hereafter referred to as the co-managers) submitted six Hatchery Genetic Management Plans (HGMPs) for salmon hatchery programs in the Snohomish River Basin in Puget Sound. Pursuant to the National Environmental Policy Act (NEPA), the National Marine Fisheries Service (NMFS) prepared an Environmental Assessment [hereafter referred to as the 2017 EA] to analyze the impacts of the action and alternative and determine whether the hatchery programs met the requirements under Limit 6 of the ESA 4(d) Rule for threatened Puget Sound Chinook salmon and steelhead.
The draft 2016 Environmental Assessment on the effects of the six HGMPs was released for a 30-day public comment period on December 15, 2016 (81 FR 90784). A Final Environmental Assessment and a Finding of No Significant Impact (FONSI) were completed by NMFS on October 10, 2017. NMFS’ determination that six hatchery programs in the Snohomish River basin as described in Hatchery and Genetic Management Plans satisfy the Endangered Species Act Section 4(d) Rule. In the 2017 EA, the Preferred Alternative was Alternative 2 (Make a determination that the submitted HGMPs meet the requirements of the 4(d) rule).
This Supplemental Environmental Assessment (SEA) is being prepared in response to the request by the co-managers to increase production of some of the hatchery programs evaluated in the 2017 EA, and to initiate a new native chum salmon program. A new HGMP was submitted by WDFW for the new chum salmon program on May 31, 2019. All seven HGMPs are considered in this evaluation.
