    The National STORM Program is an operational and research program which will produce knowledge and techniques, useful in the short and long runs, to improve warnings and predictions of stormscale phenomena, and to make it possible for the public and specialized users to receive the weather information they most need when they most need it. This document is a preliminary program design, setting forth the objectives, requirements, overall strategy, schedule, and costs of STORM-Central, the first of three major phases of the National STORM Program. It describes a two-stream program of research and operational development that aims directly at greatly modernized and improved weather services of importance to the national economy, the protection of life and property, and the national defense.
