Description:California Department of Fish and Game (CDFG) initiated a harbor seal, Phoca vitulina richardsi, census along the California coast in 1981. The census is part of a assessment program conducted cooperatively with NOAA/National Marine Fisheries Service Fisheries (NMFS). The census data are used as an index of abundance to detect changes in population abundance or distribution. The first census was incomplete, but allowed refinement of technigues used in subsequent censuses. Those techniques and the results of the 1982 to 1988 censuses are reported in Miller et al. (1983), and Hanan et al. (1985, 1986a, 1986b, 1987, 1988, and 1989). This report presents results of the 1989 census, which employed previous survey techniques as closely as field conditions permitted.
