Congress has directed the National Oceanic and Atmospheric Administration (NOAA) to assess its system for issuing watches and warnings regarding hazardous weather and water events, as well as submit a report on the findings of that assessment. This report summarizes activities that NOAA has undertaken to assess the current hazard messaging system. The NOAA National Weather Service (NWS) has led an ongoing evaluation and improvement of its primary hazard messaging system since 2014. This system is called the Watch, Warning, and Advisory (WWA) system designed to convey expected hazard certainty and severity. NWS forecasters use the WWA system to alert the public and its partners to the wide variety of weather- and water-based hazards that impact the Nation. These hazards include (but are not limited to) winter weather, tropical storms, fire weather, severe thunderstorms, tornadoes, flooding, and excessive heat/cold.
