Description:"This environemntal assessment (EA) evaluates the impacts of allowing the National Oceanic and Atmospheric Administration, National Ocean Service, Office of National Marine Sanctuaries jointly with the California State Lands Commission (CSLC) to undertake activitites associated with the implementation of the Tomales Bay Vessel Management Plan (TBVMP). Various actions would be taken to implement the TBVMP with regard to sewage services, oil and bilge services, vessel mooring management, boater education and outreach, and introduced species. In the case of the vessel mooring management, NOAA would issue a permit to CSLC for the administration of a vessel mooring program within Tomales Bay. The assessment finds the indvidiual and cumulative impacts of all actions are less than significant. Accordingly, the EA has resulted in a finding of no significant impact (FONSI)"--Summary from cover letter.
