"The purpose of this document is to synthesize and review the best available scientific and commercial data on the leatherback turtle (Dermochelys coriacea), assess the discreteness and significance of populations as outlined in the Policy Regarding the Recognition of Distinct Vertebrate Population Segments under the Endangered Species Act (61 FR 4722, February 7, 1996), and evaluate the extinction risk of any such populations. This document does not represent a decision by the National Marine Fisheries Service and the U.S. Fish and Wildlife Service, together the Services, on the identification of distinct population segment(s) and whether any should be proposed for listing as threatened or endangered under the Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq). Such decisions will be made by the Services after reviewing this document, efforts being made to protect the species, and all relevant laws, regulations, and policies"--Disclaimer.
