"This action to implement SMZs on four artificial reefs was requested by the Mid-Atlantic Fishery Management Council to reduce recreational/commercial gear conflicts on four artificial reefs. The artificial reef SMZs each encompass approximately one square nautical mile. All vessels operating in the SMZs would only be allowed to conduct fishing with hook and line and spear (including the taking by hand). Because of the small areas designated as SMZs, few commercial vessels will be affected"--Cover letter summary.
