Description:"This document provides background information about, and analyses for, regulatory changes affecting the catch share program for the shorebased groundfish trawl fishery (a program that provides individual fishing quotas (IFQ) for the harvest of groundfish delivered to shoreside processors and bycatch of Pacific halibut). The regulatory changes would reallocate widow rockfish quota shares (QS). The proposed action would require an amendment to the regulations implementing the Pacific Coast Groundfish Fishery Management Plan (FMP), and must conform to the Magnuson-Stevens Fishery Conservation and Management Act (MSA)--the principal legal basis for fishery management within the Exclusive Economic Zone (EEZ). The EEZ extends from the outer boundary of the territorial sea at three miles to a distance of 200 nautical miles from shore. In addition to addressing MSA mandates, this document serves as an environmental assessment (EA) covering the impacts of the action alternatives relative to the No Action Alternative, pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended"--Introduction.
