  The action analyzed is the assessment of potential impacts of implementing a regulatory amendment for a guideline harvest level (GHL) in the halibut charter fisheries in International Pacific Halibut Commission (IPHC) Areas 2C (Southeast Alaska) and 3A (Southcentral Alaska). Currently there is no limit on the annual harvest of halibut by anglers utilizing charterboats, lodges, and outfitters . The GHL establishes an amount of halibut that will be monitored annually in the guided recreational fishery.
