Description:This Final Regulatory Flexibility Analysis (FRFA) evaluates the impacts of the Central Gulf of Alaska Rockfish Pilot Program (Program) on small entities. In January of 2004, the U.S. Congress passed legislation directing the Secretary of Commerce, in consultation with the North Pacific Fishery Management Council, to establish the Program (Pub. L. 108-199). The Program recognizes the historic participation of fishing vessels by allowing harvesters delivering onshore to form cooperatives and to receive an exclusive annual harvest privilege for those cooperatives. The Program recognizes the historic participation of processors by requiring cooperatives to form in association with a processor. This FRFA addresses the statutory requirements of the Regulatory Flexibility Act (RFA) of 1980, as amended by the Small Business Regulatory Enforcement Fairness Act of 1996 (5 U.S.C. 601-612).
