Description:Section 4 of the Endangered Species Act (ESA) requires the designation of critical habitat of threatened and endangered species and provides for the revision of critical habitat based on the best scientific data available. This report contains a biological assessment in support of a revision to critical habitat for the Hawaiian monk seal (Neomonachus schauinslandi). The revision was prompted by a 2008 petition requesting the National Marine Fisheries Service (NMFS) revise the existing critical habitat designation by expanding the current critical habitat in the Northwestern Hawaiian Islands (NWHI), and by designating additional critical habitat in the main Hawaiian Islands (MHI) (Center for Biological Diversity, 2008). After reviewing the best available scientific information, NMFS announced in the 12-month finding (74 FR 27988; June 12, 2009) that the revision to critical habitat for the Hawaiian monk seal was warranted and that it intended to move forward with a proposed rule for critical habitat.
