Description:This report contains NOAA Fisheries, Northwest Region’s recommendations for designating critical habitat under section 4 of the Endangered Species Act (ESA) for two Distinct Population Segments (DPS)1 listed as threatened species under the ESA: lower Columbia River coho salmon (70 FR 37160, June 28, 2005) and Puget Sound steelhead (72 FR 26722, May 11, 2007). It describes the methods used, process followed, and conclusions reached for each step leading to the final critical habitat designation.
