“For the actions described in this document, the action agencies are the U.S. Department of the Interior’s Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE), Environmental Protection Agency (EPA), and the U.S. Army Corps of Engineers (USACE), which propose to authorize Hilcorp Alaska, LLC (Hilcorp) to conduct oil and gas development, production, and decommissioning activities and ensure compliance with the terms and conditions of these activities for the Liberty Development and Production Project (Liberty Project) in the Beaufort Sea under the Outer Continental Shelf (OCS) Lands Act over a 25-year period beginning in December 2019 through November 2044. The consulting agency for this proposal is NMFS’s Alaska Regional Office. This document represents NMFS’s biological opinion (opinion) on the effects of this proposed action on endangered and threatened species and designated critical habitats”--Introduction.
