This report combines the reporting requirements of Section 302(b)(2)(B) and Section 302(j)(9) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) into a comprehensive source on the activities of the Regional Fishery Management Councils (Councils) and their Scientific and Statistical Committees (SSCs). Previous versions of these reports were filed and completed separately. This report: 1) assesses the efforts and actions taken by the Secretary of Commerce (Secretary) and the Councils in 2017 to implement the disclosure of financial interest and recusal requirements of the MSA and 2) assesses the annual apportionment of Council membership.
