Description:"The coastline of Alaska and its offshore areas provide seasonal feeding, breeding, and migratory habitat for large numbers of marine mammals. In some cases, the major portion of the world's population of a particular species may be present. Moreover, these species include important subsistence resources for Alaska Native communities. The National Marine Fisheries Service (NMFS) manages whales and most seals. The U.S. Fish and Wildlife Service (USFWS) manages Pacific walruses, northern sea otters, and polar bears. There are many similarities between NMFS and USFWS in disaster responses, but there are also some differences. Questions about USFWS species should be directed to the USFWS' Marine Mammals Management Office. The Arctic Marine Mammal Disaster Response Guidelines (AMMDRG) were developed pursuant to statutory obligations under the Oil Pollution Act of 1990 (OPA 90) (33 USC 2701 et seq.); section 311(d) of the Clean Water Act, as amended by the Oil Pollution Act of 1990 (33 USC ʹ 1321 et seq.), section 105 of CERCLA, as amended by the Superfund Amendments and Reauthorization Act, and regulatory obligations under the National Contingency Plan (40 CFR ʹ 300 et seq.) Pursuant to OPA 90 amendments to the Clean Water Act, NCP regulations require a fish and wildlife response plan, developed in consultation with the USFWS, the National Oceanic and Atmospheric Administration (NOAA), and other interested parties (including State fish and wildlife trustee agencies), for the immediate and effective protection, rescue, rehabilitation of, and the minimization of damage to, fish and wildlife resources and their habitat that are harmed or that may be jeopardized by a discharge (33 USC ʹ 1321(d)(2)(M))"--Executive Summary. doi:10.7289/V5/TM-F/AKR-16 (http://doi.org/10.7289/V5/TM-F/AKR-16)]
