Description:In this programmatic environmental assessment (PEA), the action is the review of the Illinois coastal nonpoint program to determine whether the program satisfies the statutory mandates of section 6217 and provides for implementation of management measures that are consistent with guidance established by EPA (in consultation with NOAA and other federal agencies) to protect coastal waters from nonpoint source pollution. Illinois' coastal nonpoint program includes management measures for urban, marinas and recreational boating, and hydromodification nonpoint source categories, and for wetlands, riparian areas, and vegetated treatment systems. The program would be implemented in the Illinois coastal nonpoint management area, which has the same boundaries as the Illinois coastal zone. NOAA and EPA jointly reviewed the proposed Illinois coastal nonpoint program and find the program meets many, but not all, of the requirements of section 6217 and related subsequent agency guidance. Therefore, NOAA and EPA's preferred alternative is to approve the program with conditions. This PEA describes the conditions Illinois would need to meet to receive full approval of its coastal nonpoint program.
