    "For the actions described in this document, the action agencies are the United States Navy, which proposes to (1) conduct training and research, development, test, and evaluation activities on the Northwest Training Range and (2) undertake research, development, test, and evaluation activities and conduct fleet activities at the Naval Undersea Warfare Center, Keyport Range Complex and NMFS' Office of Protected Resource - Permits, Conservation, and Education Division, which proposes to promulgate regulations that would authorize the U.S. Navy to 'take' marine mammals incidental to those training and research, development, test, and evaluation activities.
