  • Description:
    The US-China Science & Technology Agreement was set to expire on April 25, 2016; however, it was extended for one year via exchange of letters to allow to time to negotiate the changes stipulated in the new US IPR annex.  Negotiations are scheduled to be completed by April 2017 at which time the agreement will be ammended and extended with an effective extension date of April 2016.

    The US-China STA was first signed in 1979, and is managed by the U.S. Department of State and the White House Office of Science and Technology Policy.  The executive secretaries meeting occurs every two years, with the last being held in Beijing in September 2015.  Mary Ann Kutny attended on behalf of NOAA.  

    NOAA has two agreements under the umbrella US-China STA - the NOAA-CMA Protocol on Cooperation in the Field of Atmospheric Science and Technology, and the NOAA-SOA Protocol on Cooperation in the Field of Marine and Fishery Science and Technology.  In addition the U.S. - China Civil Space Dialogue (CSD) is governed by the STA.  NESDIS leads NOAA's participation in the CSD. last signed by President's Science Advisor.
