Description:"Each NMC data field is prefixed with a 300-bit label. The first 180 bits contain values which indicate the quantity, the surface (S) or layer, and the time of the data being labeled. The next 60 bits contain the initial time, the number of data points, and generating code information. The last 60 bits hold scale factors pertinent to packed data. Appendix C shows each entry and its location within the label"--Page 1.
