The NOAA-SOA Protocol on Cooperation in the Field of Marine and Fishery Science and Technology was first signed in 1979. OAR manages the protocol for NOAA. The Protocol was last extended for five years in 2014, and last ammended in 2009.

The next joint working group meeting will be held in 2016.
