Helps identify gaps in current monitoring efforts, along with causal factors that may require monitoring and potential remediation in the future. The data is intended to note prior changes in resource status, and to provide guidance for challenges posed by increasing visitor use, military activities, underwater noise pollution, climate change, and other pressures.
