Description:The North Pacific Fishery Management Council (NPFMC or Council) approved License Limitation Programs (LLPs) for its Groundfish and Crab Fishery Management Plans (FMPs) on June 17, 1995. The U.S. Secretary of Commerce (SOC) approved the proposed rule implementing the Groundfish and Crab LLPs on September 12, 1997. The final rule was approved on October 1, 1998. Fishing under the final LLPs is expected to begin in January 2000. Since the approval of the proposed rule for LLPs, members of industry have reviewed the programs and have requested that the Council revise several of the provisions and qualification criteria. In December 1997, the Council began discussions of amendments to the LLP, including changes in the basic eligibility criteria for crab, in the form of additional recent participation criteria. In February 1998, after further discussions and review of preliminary analyses, the Council initiated analysis of an amendment package containing six Proposed Actions to change the Crab and Groundfish LLPs. These changes focus primarily on further capacity reductions and transferability restrictions for the groundfish and crab fisheries. This document examines the impacts of each of the proposed actions considered by the Council in Chapters 3 through 9, and describes the Council’s preferred alternatives in Chapter 10. This document also constitutes an Environmental Assessment/Regulatory Impact Review/Initial Regulatory Flexibility Analysis (EA/RIR/IRFA) for amendments to the affected FMPs.
