Description:The North Pacific Fishery Management Council (Council) recommended an amendment to regulations that implemented a limited entry program for the charter halibut sector in International Pacific Halibut Commission (IPHC) Area 2C (Southeast Alaska) and Area 3A (South Central Alaska). This document contains a Regulatory Impact Review (RIR) with a cost-benefit analysis of this action and a Final Regulatory Impact Review (FRFA) with an analysis of the impacts on small entities. The analyses in this document address the requirements of the Presidential Executive Order 12866 (E.O. 12866) and of the Regulatory Flexibility Act (RFA), respectively.
