Description:This action is designed to determine whether and how to amend the Council FMPs pursuant to Section 303(a)(7) of the Magnuson-Stevens Act and based on the EFH Final Rule in 50 CFR, part 600 subpart J. More specifically, the three-part purpose of this action is to analyze a range of potential alternatives for each fishery to 1) describe and identify EFH for the fishery, 2) identify other actions to encourage the conservation and enhancement of EFH, and 3) identify measures to minimize the adverse effects of fishing on EFH to the extent practicable. In addition to these three actions, the scope of the EIS will cover all of the required EFH components of FMPs described in the Final Rule, as well as a description of a process to identify habitat areas of particular concern (HAPCs).
