    Shark finning is the practice of taking a shark, removing a fin or fins (whether or not including the tail), and discarding the remainder of the shark to the sea. The 2000 Shark Finning Prohibition Act (SFPA) amended the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to prohibit the practice of shark finning by any person under U.S. jurisdiction. Regulations to implement the SFPA were completed in 2002. In 2011, President Obama signed the 2010 Shark Conservation Act (SCA). The 2010 Act amended two previous acts—the High Seas Driftnet Fishing Moratorium Protection Act and the MSA—to improve domestic and international shark conservation measures. Rulemaking is currently underway to implement the 2010 Shark Conservation Act. This report describes the efforts of NOAA’s National Marine Fisheries Service (NMFS) during calendar year 2012 to carry out the SFPA and more recent shark conservation and management measures required under the MSA as amended by the 2010 SCA
