Description:"During the 1980s, the State of California had experienced a wide swing from too little to too much water and back again. To plan for and mitigate such events Federal, state, and local officials need to have sufficient data to base their risk management decisions upon. In addition to meteorological forecasts, an analysis of detailed climatological data is necessary to examine past events and plan for mitigation of future ones. Currently, no comprehensive analysis of rainfall data and its variability for California, in general, or San Francisco, in particular, exists. The data that are available are either incomplete or not synthesized in a manner that is generally useful to the decision maker"--Introduction.
